DOD Dictionary of Military Terms
1. The relationship between military and civilian communities. 2. Those public affairs programs that address issues of interest to the general public, business, academia, veterans, Service organizations, military-related associations, and other nonnews media entities. These programs are usually associated with the interaction between US military installations and their surrounding or nearby civilian communities. Interaction with overseas non-news media civilians in an operational area is handled by civil-military operations with public affairs support as required. See also public affairs. (JP 3-61)

EPA Terms of Environment
The EPA effort to establish two-way communication with the public to create understanding of EPA programs and related actions, to ensure public input into decision-making processes related to affected communities, and to make certain that the Agency is aware of and responsive to public concerns. Specific community relations activities are required in relation to Superfund remedial actions.
